NGO Report to the 2nd and 3rd Periodic Report of Austria on the Convention on the Convention on the Rights of Persons with Disabilities (CRPD)

CRPD Timeline Austria 2018 – ca. 2020:
• Above July 2018 NGO Report provides solid evidence of ongoing IGM practices in Austria.
• In September 2018 during its 20th Session, the Committee heard NGOs in a private meeting >>> StopIGM.org Statement DOCX | PDF.
• The Committee then drafted the List of Issues Prior to Reporting (LOIPR) with questions for Austria, which were published early in October 2018 and, referring to the previous reprimand for Austria by the Committee against Torture in 2015, include tough questions on intersex and IGM under CRPD art. 15 (CRPD/C/AUT/QPR/2-3, paras 36-37):

Freedom from torture or cruel, inhuman or degrading treatment or punishment (art. 15)

36. Please provide information as to how intersex children are treated as disabled children and if surgery continues to be performed on these children in the State party. If so, please provide data on the number of children who have undergone surgery since the last report.

37. Please provide information on measures taken to implement the recommendations made by Committee against Torture (CAT/C/AUT/CO/6).

• The State party will now have to answer these questions in writing in its State report.
• Thereafter, NGOs will have another possibility to submit NGO reports.
• Finally the actual State review will take place in Geneva, hopefully followed by yet another severe reprimand for IGM practices for Austria.
